A naval DLC for GTA Online was never released. There are several ways of approaching this type of content for GTA Online. I think I chose the most obvious route, but an "ocean DLC" for GTA Online could also involve pirates, with actual pirate ships.

For now, a potential naval DLC for GTA Online is a Naval Sea Warfare DLC.
